artifacts should be freely traded, with the states probably given priority rights to retain ones with exceptional historical value for free while the rest can be released ot the public probably via auctions. this would build up a private, large industry focused on archeology. every year tons of artifacts get weathered away by nature, or get destroyed by acicdent or deliberate action through construction work, coz there's a lack of incentives (the state employed and university emplyed cucks surely have no motivation to dig them all, they get paid a fixed yearly wage and they have 0 reason to hurry the process. the best archeologists ironically tend to be private, illegal tomb raiders)
