Gun control had little to do with it, the main difference is that Cho had a plan and stuck to it. Theres a reason Columbine is second- they had a plan and stuck to it, but unfortunately the bombs didnt go off. Other school shooters besides are much less successful because they either deviate from their plan like Elliot or go in with seemingly no plan (see every school shooter with sub 5 kills).
