Don’t waste food like that. A fast scorch in a frying pan on top of the oven would have fixed that. Adding a little olive oil to the pan make it crunchy too.

so the pizza has parchment paper on the bottom and i swear the instructions said to leave it on, but when i took it out the bottom was basically uncooked

i then placed it super low on the oven to try and cook the bottom but for some reason it refused to brown up and just ended up cooking the shit out of the top

Depends if that paper needs to be oiled before, did you have 250 C temperature and allow 8-10 minutes in your oven.
