Yes. Your ELO is formed in the first couple of weeks. You need to swipe thousands of times and engage in numerous normal, prolonged conversations to get your rating up. Otherwise you disappear (as a male) after the first fortnight. Plus, now, verification is also normalised so that probably factors in as well. And if you don't pay for Plus/Gold (as a male) you'll get marked down as well.
