Given that dogs can very much understand orders and bark when they are trying to tell you something, surely it would be possible to teach it some words like "hello" or "bye". I sometimes try to teach my dog a word by doing what parents do to babies by whispering it to the dog and hoping she will say it back.
 
I think they can, but they could never fully understand language as the intellect of a dog and a human is very different.

Chinese room argument. The dog doesn't know what the word means, only knows that it will get something if he says it.

No, the mutt's brain is to small and it only barks because you're its food source. Don't humanize these things.

Not only that, but they don't have the vocal chords and the muscles in their mouths and tongues to generate the phonemes for human language, specifically consonants, even if they could understand human language.
