They could not have children of their own, so they adopted girls or castrated boys.
Of course they would attempt to tie it in with "health benefits," since the COVID "pandemic" seemed to effectively program the idea of following any health advice blatantly into the minds of the average NPC: As such, they will blindly see this & believe that literal castration & deprivation of natural hormones will somehow benefit them, despite it literally stating it will lead to them having a more foid-like appearance.
