Lanza had better character development, better arc, best impact on the story, decent motivations and was over all a good antagonist

Cho’s actions were pure.
As he killed his actual enemies ie our enemies.
Far as I know he didn’t kill his fellow trucels like ER did nor little kids like Lanza supposedly did (though that’s assuming Sandy Hook wasn’t a complete hoax which of course we all know that it was).
