I dont think we have legal cloning yet from full grown humans since you have to reverse adult stem cells back to generic stem cells. Basically science fiction still. , but basically you can create identical twins sets. Create a few genetically chosen mix of sperm and eggs. Take a small sample and birth it. Freeze the rest in cryo.
Grow one test twin to full adult and if it is good stock (high iq, logical, productive, organized, sharp) you can split the frozen embryo since it is mostly stem cells still. I think by their 20s you can tell if a person is worth cloning.

Just for china if they breed superchinese i suspect they would also control hormone levels. In any case they can breed some better breeders who dont miscarry in just a couple generations. Possibly using another race's dna, which wouldn't matter since reproductively they will never carry their own child, just a state given child.
