This is true. In fact, gravity shows this. SAM missiles have to climb from the air dense ground to the air thin skies. Meanwhile, anti radiation missiles, much smaller, have similar range because they "fall" rather than have to work at "climbing".

Some hills, a little valley and a plane which has enough fuel to fly at low altitude and can do basic maneuvers itself is a challenge even for the most sophisticated AD SAMs. Nobody is coming at you flying at a straight line at 35,000 ft if SEAD is ain't done yet
