The idea is that you're allowed to believe in whatever gods you want as long you follow the state. I guess with china's focus on Muslim countries, mosques are to be kept there for tourists and Muslim locals.
Thats just because muslims were in Xinjiang for centuries. The mosques weren't build recently for immigrants, like in western europe.
