True. I have tried offline approach 10 years ago, and I'm going to try again a few thousand approaches next year.
I believe it MAY be possible to do it without those serious consequences if:
* Don't follow girls
* Don't make physical compliments about her body (if you accidentally physically compliment a minor you will go to jail, and you still could get in trouble with a non minor for this)
* Don't say anything suggesting your intention is sex (again, same as physical compliments)
* Do not film or record the interaction
* Don't keep talking to them if they tell you to go away, or try to run away from you.
