It was a bad decision indeed. The Iraqi army was underpowered, even with Soviet-provided equipment.
But when the West invaded Iraq... well, they basically allowed the Rawafidh to basically take over the whole country (politically, and under the shadows). Now, you see heavily-armed tribes clashing every month or so... even RPG launchers and heavy-grade outlawed weaponry have been found under their possession. Remember the Baghdad protests and the clashes under al-Kadhimi? So, yeah.
