To get some context, here is one of the comments explaining what happened:

The man with the moustache is some sort of councilman and a shop owner. The man came to her house before and was with her husband and asked her for sex. She got pissed off, her husband said it was part of their culture and was trying not to make anything of it because he doesn't want to piss off someone purportedly powerful in a city where everything is corrupt so she beat her husband and the guy with a sandal. This video is a couple weeks later when she and her friend confronted him in his shop. I think haircut got arrested and moustache is on the run. The sandal video and the article were posted here recently.
