I doubt they would remember all the banned users IP addresses, and if they did, the user can create a new account with a different internet provider like cellular data or at a Starbucks and go back to using their normal internet once their new account gets approved

No you could make a new account and they won’t know it’s you. Just do what I said above to prevent them seeing your real IP address when you join( if they track your IP address which I kinda doubt they do) They might suspect it’s you if you get infractions for doing the same things you did on your old account
