Serge actually had to ban multiple IP ranges because of a prolific BBC spammer (yes, the one I infamously had a feud with). It didn't effect users who already had an account, but it prevented new sign-ups from IPs from those ranges. I'm sure there were potential legit users who tried to sign-up but couldn't due to this IP range ban...but this was simply the only way to deal with him because he made so many accounts and he had dynamic IP.
The thing about BBC spammers is they have an infinite amount of time and energy and are autistically hellbent on spamming as many websites as they possibly can, and by any means necessary. They're so autistically obsessed and militantly aggressive that when dealing with them, you simply have to use the nuclear option.
