28% is just the figure of 18-30 men who admitted not having sex. It's probably even bigger as you need to also count in all the men who lied about having sex, paid for prostitutes and MGTOWs who pumped and dumped women but don't want relationships with them.

I assume 35% of American men are in some sort of incel or MGTOW/volcel status.
