A failed normie, as I understand it, is someone who has had some level of normal social or romantic success in the past but either lost it or could never maintain it. For example, the case the original poster mentioned of a guy who had a girlfriend but she rarely gave him sex. He is not an incel, because he did have a relationship and sexual access at one point, but he is not a normie either because he failed to sustain what normies usually can.
