Well as his luck would have it, he finds this one JB persocom that's abandoned and activates it, but it's pretty retarded and as the vocal range of a Pokemon.
Her name is Chii and the series is about Chii adjusting to human society, their developing relationship and figuring out who created Chii and why she was abandoned.

I watched it a long time ago like 2011. I enjoyed it, although i think chii is too much of an air head for me personally. Her sister has a more interesting personality. The dresses are very cute like cardcapter sakura. I have always like the look of 2k anime taking a lot of inspiration from Victorian styling.
