Technically yes, whilst I have brown skin. My mother is dutch (white for americans) and my father whilst he was ethnic, was basically white in his behaviour and surrounded by white people. I gew up around white kids and went to school with basically only white kids. So yes I'm white.

Yes, in the 90s and even the 2000s, the population here was predominantly German. There were a few shitskins, sure, but it was manageable.
