I'm 18 but nothing changed after 14. Every part of my body stopped growing at 14 which destroyed me. I was an ugly incel at 14, now at 18 and I will be one at 38. If you're seriously ugly, you're a truecel no matter how young you are.
Don't give up until puberty is almost finished. For me this was the case, as I said, at 14 already.
