There is no such thing as "1900" standards. Hitler became popular because of his orator skills, not his looks. Also, this was BEFORE modern media existed so being a great looking chad wasn't required to be politically successful. Even the movie stars back then weren't that great looking compared to today.
I once met a guy who was a military Attache for the defence department. He told me that even if it is not mentiioned in polite society, one problem in most armies in central europe is that the best men died in the two world wars and those who survived to procreate were to an unproportional extent the ones who were taken out of active duty because of various health issues.
