it would have to be something that doesn't kill them until a good bit later so its undetectable.
maybe a tattoo ink that creates prions.
they could open up "stores" that competitively offers tattoos at really cheap prices.
or they could make a new regulation on existing tattoo ink and say they are replacing an ingredient for "safety"
get ai to design the ingredient, make it a manhattan project.
