It appears to for some people but I think you might need a high-end tablet to get it to run. When I tried it on mine it wouldn't launch, though I've had that prob with some other games too
Could I play against people on PC?
Yes, I think PC is the optimal way to play it. You use a mouse to drag the cards around.

fun is subjective, i dunno if it's my WC2/WC3/diablo/starcraft nostalgia but HS and HOTS are basically all i play nowadays despite having a huge library of a thousand free games and another thousand cheap buys =/ I should probably stop.
