Maybe like this: socially, a lot of younger women might be more willing to date older men if the older guy has strong traits like height, status, charisma, etc. But when age of consent laws raise the minimum age, it can disproportionately affect less "dominant" men (like "manlets") who might have otherwise had a chance with younger women who are more open-minded or less status-focused?
In that sense, it's not the law targeting manlets, but the social dynamics that emerge from the law end up making life harder for certain guys.
