When it comes to adopting children, is the name of the child already given prior to adoption?

I imagine they have to call the child something while they're a ward of the state. A child gets their name at birth, usually.

Depends on the child's age.- A newborn baby you can typically name him whatever you want.- But if you adopt a 7-year-old for example, he'll already be called Steve.
