The pictures released of him and the event make me think he doesn't even exist (Conspiracy idea of staging events to push through agendas or ideas to the public).
There's footage of the time school kids were supposed to be running across the parking lot and it shows nothing and then there was the helicopter footage of people doing circular laps in and around the fireHall. A bunch of vehicles blocking the school path for ambulances to get to it...weird events but so muddy now with disinfo and then mainstream media putting their fill in.
If the government is willing to lie and make up reasons to go to war with other nations, i don't think its that far of a stretch for smaller government bodies to make up stories and sell these stories to the public as real to push through similar agendas or ideas.

That clip was from the documentary where they covered some of the oddities of the story, there's also some supposed footage of Adam playing some arcade game but they never show his face. Of course some random empty youtube account comments YA I worked there it was him ..
