Another thing is this kind of thing happens to me repeatedly every single day, so my only defense against it would be to run around aggressively yelling at everybody and getting thrown in jail, which they probably wouldn't do. If one or two people treated me this way, I might take action - miiiight. But since it's so common, it would literally be me against the world and I'm not ready for that right now.

Dude. Nobody said you should aggressively yell at anyone. Just politely state "Hey sorry but you didn't give me the correct change back". You can be politely assertive without being aggressive, you really need to learn how to stand up for yourself and learn the difference between aggression and assertion and realize that these two things aren't the same at all or you're going to have a really, really hard time in life. You need to realize that the cashier is being the aggressive one in this situation by robbing you of your money, you're not being the aggressive one by requesting what is rightfully yours. I'm guessing your parents did everything for you growing up.
