It was a detailed academic study on how the Kwantung Army employed young, leftwing Japanese intellectuals in the colonial bureaucracy (under the guise of a golden opportunity to implement socialistic economic reforms that were not politically feasible in Japan) to implement a national defense state, or Wehrstaat, a society built for total wartime mobilization even in peacetime with a synthesis of Soviet top down economic planning financed with Zaibatsu investment (private Japanese companies), who were enticed to invest by lowering local wages to below subsistence levels
