He is based because he is a largely self-made billionaire, intelligent enough to be able to mesmerize the masses, honest about topics like 9/11 and American troops abroad, pro-Russia enough to keep peace, protectionist in terms of economy, has a stable and healthy family unlike Biden and is generally a likeable and charismatic guy. Politics is a meme but if you compare him to Biden or to any Democrat he outclasses all of them.
