The "professionals" who remove said hornet nests are just normal blokes that put said hornet nests in the forest so that they can "resettle in their natural habitat". Some older models need a special permit but that's theoretically true everywhere in the EU, I do not think that there is anything in the german legislation that specifically bans old polluting cars.
