I'm 5'7 and bald. I choose height first.
Beeing short is huge disadvantage but I choose great hair cause I don't want to look like a handsome Squidward.

How is the FACE in both examples?
If my face was hideous, even though it doesn't matter much at this point, I would much rather be 5'7 with good hair than an ugly balding lanklet.
If my face was at least above average, then I would chose to be 6'3 and bald, because at that point my height and my decent face would be enough.

You can fix baldness much more easily than shortness.
