I don't see the government ever going after the colored people for any reason at all, especially in the US. But maybe in Europe, even if that's the case, there will be problems like you said. But definitely not as much as the second scenario.
I agree one hundred percent, but it would be best to avoid such a thing if possible and simply have the government enforce a policy of gradual deportation with the assistance of the national guard or military if necessary. But if a war were to break out, the whites would win in the end.
