I've been outside too much studying social behavior to argue about this.
Yes, they eyefuck Chads, which is maybe 5% of the population. For everybody else, not making eye contact with every person you walk past on the streets is normal behavior, that's just a fact. We don't have to argue about this, just go outside and watch how people act and you'll realize that I'm correct.

In my early twenties I thought women looked away from me because they were shy. Took me quite a while to realize what they felt wasn't shame, but disdain. They were not afraid of making eye contact: they were cringing. Cringing at the thought of someone like me getting big-headed and daring to think he could have had a chance with them. Some of them even get offended. Getting approached by people under their standards undermines their ego. Since I realized that, I just stare down and look at the sidewalk, like I used to do when I was a teenager. Talk about character regression...
