In the long term, optimize the universe into heaven on (and outside of) earth. I probably wouldn't find it in me to just forgive this society and the people of today. Maybe some kind of "everyone / every woman gets to experience some amount of misery relative to the suffering they have caused in others directly and indirectly". But that would need a lot of tuning before it would work how I intend it to work.

I voted for option 3, but how I would achieve that would depend on variables not clearly explained by OP.
He said no godly powers, which would mean I would remain mortal. But he also said nobody can disobey....but I don't know what he means by that as "Nobody can legally disobey you" is very very different from "It is literally impossible for anyone to disobey you".
If It's just the former then I'd have to walk a very very thin line. Implementing unpopular policies would mean assassination/revolt. Actually, I'd probably be killed very quickly no matter what I did. Most people wouldn't take kindly to being ruled over by a one world government where the leader is a foreign national.
If it's the latter "the universe makes it somehow impossible for anyone to disobey me despite me having no godly powers". Then I could implement policies that would radically change society without fear of being overthrown, which would make things a hell of a lot easier.
The main thing I would try to do is advance AI as much and as quickly as possible. I understand there are some valid concerns with regards to AI, but the idea of AI going rouge, turning into skynet and killing us all is just science fiction. Of course, there could potentially be someone who could use AI to do something like creating a pathogen that kills all humans, so obviously I'd have to create measures that would make that impossible (or would doing so magically become impossible since no one could disobey me?). Actually this is kind of hard to think about without knowing the limitations (which there obviously would have to be since OP specified "no godly powers") of "nobody can disobey me". Does that mean that all crimes would drop to zero since nobody could disobey me and I'm in charge of the law? I'm guessing no because that's effectively a godlike power.
Anyway I would get all of the top AI scientists and have them advise me on how exactly to advance AI as quickly as possible. In fact, most of my policy would be largely from me consulting with advisors since I'm too low IQ to fully understand all of the potential repercussions of policies I'd want to implement.
I think AI, if intelligent enough could create a utopia (cure cancer, reverse aging, nanobots, mind transfer, etc.). Also I want to be a pretty boy with an AI mommy gf....this may or may primary motivation (it is).

But my reasoning is that creating an AI from scratch to be my idyllic romantic partner would mean guaranteed compatibility and lifelong companionship.
Ultimately, I think everyone would be happier with AI romantic companions (yes, including women and chads). Thank god I'm on this forum so I can actually elaborate without fear of censorship. Men and women are very different. In b4 "le water is wet". Yes, everyone on SOME level understands this...but few understand just how wide the gap truly is.

And these differences run vastly deeper than surface level "X vs Y". Like with politics, I'm NOT saying "men are conservative, women are liberal". Yes there are many men and women on both political sides...but a liberal male's true values are very different from a liberal woman's. Same goes for conservative men vs conservative women. Even though they both for D or R, their reasoning for doing so and the issues they prioritize is very different. To give a real world example, take UBI. It's undeniably a left wing position yet 90+ percent of the people advocating for it are male. It's well known Andrew Yang's supporters were almost exclusively young men. Liberal women on the other hand tend to focus more on the social justice and idpol aspects of "leftism" (for a lack of a better word, I know that far, far too broad of a term but you know what I mean).
And with "male vs female hobbies" I don't JUST mean male dominated hobbies vs female dominated hobbies. But even if a man and a woman like the same thing, their reasons for liking it are almost certainly going to be different. Like a man and a woman could like the same piece of fiction (anime, movie, tv show, whatever) but their points of focus on that piece of fiction are very different.
So while yes, there are SOME areas where there is SOME genuine overlap, it's far less than most people realize. But I think society is starting to wake up to this fact. I don't know if I made a thread about this (I know I was thinking about it for a while but I can't remember if I actually made it) but I've noticed a lot more gender segregation these days compared to when I was young. Especially among zoomers.
Getting back to the question, while having infinite political power and the ability to create technology that could transform me into a giga pretty boy could technically get me a gf, the lack of alignment would prevent me from having as deep of a connection with her as I want. Ultimately the more your values differ, the less of a connection you can truly have.
I know it's easy to read this and think my reasoning is "EVERYONE MUST AGREE WITH EVERYTHING I SAY AT ALL TIMES". Don't get me wrong, it's interesting talking to people and reading posts from people who have very different life experiences, values, views, etc. But when it comes to a lifelong romantic partner, I'd really like to have that alignment in values.
