Before my rebuttle, I will preface by saying that I agree, if a woman sets her mind to it, she will find someone. So ultimately they are volcel. But...
A) She might be autistic.
B) Although not entirely genetic (this is debatable -- it's both genetic and environmental) personality disorders are real, they are chronic, and they can wreck your life making relationships impossible.
C) Likewise with psychosis, although most psychosis is transient, it too can make sex and/or relationships impossible.
D) What I meant by 'delusion' was in regards to B and C. If she's deluded that's one thing, if she's both ugly, and delusional, then yes, I could see a woman being a femcel.
E) She may have PTSD from an early sexual assault.
Addressing the original question: if a woman is ugly, has a personality disorder, and has PTSD from SA, would I have sex with her or form a relationship with her? That depends on the context. Given how much trouble it seems on paper, probably not.

I'm playing devils advocate for fun. I see your point though. Irrespective of her condition there will always be someone thirsty enough to have sex with her.
Even if she has a condition which makes her unwilling/incapable of having sex, purely by her being a woman, she will still have the potential of sex available to her, whereas if a man was in the same situation and therefore couldn't have sex because of mental disorders, that passive potential does not exist. Therefore they are different.
