Apart from Greenland, which is so tiny I'm not sure it should even count in comparisons like this and is its own thing with the complicated political situation there, ther first unambiguously Western country on the list is the UK, which is at the 92nd place and with no other Western country being below the 100th place, which is where Sweden is.
The reason I'm not sure about those numbers is that they are all from this one organization which doesn't use any actual reports, but statistical modelling to create them:
