Coffee tax
Dancing tax (yes that's a thing)
CO2 tax soon
Bed tax
Cinema tax
...

So why isn't there a regulation or tax for sex?

Yea just let everyone fill a formula in order to have sex, and each year, in addition to tax return they have a sex return as well. If you fail to turn it in in time, you receive a 1 year ban on having sex (wouldn't affect me)
