Why is there Red Marker Over Profiles InCel Tears / Reddit?

When I went to Incel Tears / Reddit, I saw saw red marker over peoples' names and pictures.
I was able to recognize mine, because they didn't cover the edges. What is the reason for that?
Who puts the marker there? The Poster? Reddit?

Grotesue, when I went through IncelTears, I was able to make your picture out. I could see the ruler and part of the face. They were really cruel. At least we have a reason to be angry / mean.

How Would they harass the poster? They would have to find out his information.
Even if they did Harass me, what could they do to me?
I have no family, no friends. My life is 2/3 over
