If children don't understand sex they might not be able to see the use of a condom (except for making water balloons) but are not harmed by it. Just because someone doesn't have use for something doesn't mean that it's harmful for them and should thus be illegal to sell them to. For example, children also don't have a use for university level maths courses but still nobody would think it should be illegal to sell it to them.

However, children are harmed by alcohol directly.
