It's a pretty mysterious concept once you begin to properly analyze it. Romantic love obviously isn't needed for propagating the species; nor does it really coincide with, or even necessarily uphold, the kind of pragmatic pair-bonding that is required to successfully raise offspring. It's just this social construct that suddenly sprang up in Western Europe sometime during the Middle Ages, which then, after a slow start lasting several centuries, eventually "infected" the minds of almost all people within the Western sphere of cultural influence.

What exactly are the biological, social, or cultural benefits of romantic love? Why does it possess such extraordinary staying power, that it holds and continues to hold sway over billions of people?

it's not a social construct, believe it or not white people needed a strong emotional bond and proof of not getting cucked to stay alive and reproduce in -10 celsius.
