Why do the most innocent suffer the most

This world is filled with the suffering of innocent animals, children, the poor, the defenseless, the mentally abnormal. I can't take it. I'm no vegan but I can't handle the thought of animals suffering needlessly. I don't love children too much but I hate seeing kids suffering at the hands of shitty parents or bullies. 

And somehow the perpetrators of abuse and injustice always get off free. They are the ones with greater value in the eyes of society so they can do no wrong.

They've done a survey on CEO's and found out that 20% of them carried some sociopathic/psychopathic traits.
