First they will kill their own population growth by convincing people to take less children and when the country has an aging population they will import people from outside to run the country.
And they feel as if it will somehow help those living in poor countries. And remittance do help poor countries to develop but most of it goes to the corrupt government. Immigrating in developed countries can be really helpful for those who are already wealthy enough to leave their country and for the country as they are getting more funds from outside but that doesn’t help majority of the poor people who are already suffering in the third world. Those who live outside sends money to their family but those who are poor doesn't get much access to the money unless it is given as charity.
Instead those countries could have made quality education affordable to the poor and could have provided more facilities to the people in underdeveloped countries in their own country. If they really wanted to help. So people in poor countries could get better education, become more knowledgeable, civilised and develop their own nation instead of running away from it. And poor countries could save the brain drain from it.
