They are crippled by economic sanctions, so they can't just buy the newest western weapons which is what most countries do.

Also when I was in Iran I noticed that a lot of buildings look good on the outside, but are basically falling apart inside. Like lose door knobs, faucets not working, cracks in the paint.

Yeah, China seems to be ahead of the west in many fields now. But this is very recent, it wasn't really an option in the past. I know they have economic ties with China, so I don't know why they're not buying weapons from them.
