I think that being living in an environment with changing weather with seasons makes people require planning. This creates both evolutionary and cultural pressure to select for intelligence/planning which is missing in environments where the environment is constant enough. In Africa, there often aren't that many seasonal changes, so not much pressure to adapt. On the other hand, if you want to conquer other areas successfully, you have to plan to have e.g. food for the winter or water management if that's seasonal etc.
I think it interesting that many high cultures surfaced when there were a lot of resources available, but only if you plan well, like the Egypts with the fertile Nile.

There are many factors. They had a few civilizations, but the phenomen doesn't seem to be consistent as oppose to other civilised people.
