Idk about college, but in university at least the subjects are actually interesting and you are allowed to mind your own business.

Def high school because everyone knows each other, more social pressure, people care too much about being popular. In college/uni there's so many people and your classmates change depending on the course so no one cares about you or who you are.
As a wise ITV once said, life is one big high school. Still, at least in college you tend not to be required to attend it every day.

I feel they peak in terms of cruelty at around 12-16.
High school is way more nightmarish than college because if you don’t fit in, get bullied or you’re the class retard, there’s nowhere else to go; nothing to do. Your social life is sealed.
If you’re more sensitive about being ignored than being bullied or actively isolated then I can see how college can be worse, but at least you can walk away or focus on other things in the meantime - plus you have the freedom to drive and see the world as an adult.
I'm currently 18 in my senior year. I don't know what college is like.
