So what i think that you are asking is if others can see the light, the answer is largely no. If however they sit right across from me in a straight line they could see a little shimmer of red coming from the infra red LED.
Others can't look through the special monocular-camera if I am wearing it so no, others can't see better if I am wearing it. Though if someone else were to pick it up they could certainly use it.
