What they mean is that already attractive men may not be found attractive by some women. It never means that ugly / short men can be attractive to some women. They only mean that some chads and chadlites will still not be good enough for some women.
A good example of this is, is women sometimes say that James Franco is not attractive, when most women would find him reasonably attractive. This same logic never applies in reverse with some women saying they find Danny Devito or Steve Buscemi attractive.
