Cloudflare offers anti ddos/load distribution layer for webhosts. Almost like a vpn or proxy, but for the server instead of the client.
If there are too many requests coming form an ISP's subnetwork It starts asking users in that network to verify themselves with captcha, in order to slow them down and separate people from bots.
