Depends on what the limitations are. Do I need to be within a certain radius of them, or can I read minds from anyone on earth? Can I only see their active thoughts, or can I search their memories for specific information? If I read the mind of someone who thinks in another language, can I understand them?
But even assuming I get the "weaker" option on both, I could at least make a lot of money playing poker at the casino. Though I'd have to travel around a lot and go to different casinos to accumulate a significant amount of wealth since I'd probably get banned from places if I won too much. Still would be infinitely better and more lucrative than my current career flipping burgers. I'd probably be able to save up enough to retire after a few years.
If I could read anyone's mind from around the world and search memories, then I could read the minds of politicians and CEOs to maybe make money on the stock market or prediction market. This one would be a lot more complicated as opposed to poker since poker would have an obvious A to B pathway, whereas one individual's plans wouldn't necessarily cause a certain outcome. They can also change their mind, and obviously clairvoyance isn't part of the package. Also I'm probably too low IQ to understand the actual market implications of a CEO/politicians thoughts. So even then the poker route would probably be better. Though the added benefit to having less limitations in this regard would be getting to know government secrets.
Lookism would become so clear that being near anyone would destroy you.
This is also a downside. Even if you could turn the power on and off at will, if you got to know someone, your curiosity would probably get the better of you and you'd use it. And if you couldn't turn it off it would be a living hell.
This reminds me of a character in the original run of Code Geass named Mao who was given the ability to read minds, but he lost control of his powers and couldn't turn it off. It drove him completely insane and he had to wear headphones to drown out the noise.
