Now that I think about it, option 3 "Get them on puberty blockers and spironolactone at a young age" isn't a good option by itself as they would still be able to reproduce (in fact they'd be FAR more likely to) and thus pass on their high T ogre genes. The goal should be to eliminate them from the gene pool.
Though technically that's already happening with sexual selection as the vast majority of high T ogres don't reproduce as women find them repulsive. The weird thing i noticed about slavs is that while many are pretty boys and have compact midfaces, small noses, positive canthal tilts, flatter faces, all presumably due to asian DNA, there's also a disproportionate number of ogres there, at least from what I've seen.
